Something about gov procurement in Ukraine
This item explains the characteristics of government procurement, challenging government tender, provides practical directions to enhance performance in state procurement.
The legacy of the Soviet Union, Ukraine inherited a developed energy sector, chemical industry, metallurgy, mechanical engineering. Taking into account the holding of Euro 2012 in Ukraine there is a growth market of gov tender relating to the construction of infrastructure for the European football championship (stadiums, hotels, roads, electrical substations, etc.)
In order to avoid of abuse in the market of gov tenders, to creation of competitive environment and to escape corruption, the Government has introduced lawgiving mechanisms of regulation of state tendering process. Over the past five years, legislation and, accordingly, the rules in government procurements have changed a few times. The existing law of public procurement contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of public money.
Without looking at the specified equality of participants and the transparency of tender procedures, the Ukrainian realities are different from European and foreign providers rather difficult to independently enter in to the market of gov tenders.
